The Team
Joining Business Technology at BCLC means you’ll be working with cutting-edge technology to help build a world-class entertainment company. This is an engaged, innovative, capable group of talented individuals working in digital enablement, product delivery services, technology platform enablement, enterprise services, integrity and operations. This enables us to execute the purchase and validation of lottery tickets at over 3400 lottery retailers, manage a complex network of 12,000 slot machines and electronic table games across the province and provide the backbone for BCLC’s iGaming platform, and much more.
The Software Development team designs, builds, and maintains the critical software solutions BCLC leverages to drive our business. We are a group of hands-on technology professionals who bring together a diverse and complementary skill set. From enterprise systems to eGaming, and in all parts of our cutting-edge tech stack, we collaborate and innovate to ensure the highest standards of technical integrity for the software that powers the games our players love.
The Role
The Technology Program Manager provides technical leadership and program management to oversee the delivery of technical projects across BCLC’s Lottery line of business and creates value to our players. Our Lottery business represents over three hundred million dollars in net income annually to return to the province of BC, offering significant opportunity for the right person to make an impact on a large scale.
Reporting to the Senior Manager, Software Development, the Technology Program Manager is responsible for the successful technical delivery and operations of technical ecosystems, portfolios, or product groups. The TPM enhances the effectiveness and efficiency of technical delivery across the entire technology lifecycle, driving greater value for BCLC and its customers. The Technology Program Manager will be key to ensuring our strategy is executed including lottery platform and operations, retail accounts, and rewards and incentives are implemented per existing roadmaps.
What you will accomplish
- Develop deep product and technology knowledge to guide and optimize delivery, technical decisions and processes affecting multiple teams
- Lead complex initiatives involving multiple teams, optimizing value delivery and managing dependencies
- Plan, execute, and deliver complex technical projects across teams
- Ensure technical solutions align with business goals and program objectives
- Collaborate with teams and vendors to reduce dependencies and remove roadblocks
- Identify and implement program improvements
- Make technical decisions within scope
- Identify risks and opportunities, develop mitigation strategies, and report on risks
- Lead technical communications with vendors, manage contracts and drive vendor performance
- Lead or participate in technical meetings including team of teams, planning & backlog refinement, team synchronization, up to executive steering committees and act as an escalation point
- Provide leadership that supports BCLC’s vision and values, mentoring of team members and ensuring teams have the relevant capabilities and resources to support their work
Qualifications and skills
- A Bachelor’s degree in Computer Science, Software Engineering, Information Technology Management, or a related discipline
- 5 to 7 years of relevant experience, including at least 3 years’ experience in a leadership role, which may include people leadership or coaching/mentoring experience
- A combination of education, experience, and demonstrated skills may be considered

- You build strategic relationships at an advanced level with all levels of the organization
- You are an exceptional communicator, able to make technical concepts come to life with both technical and non-technical groups
- You have strong critical thinking, analytical and problem-solving skills and use data to make high level decisions
- You have demonstrated proficiency with project management frameworks and can lead multiple enterprise projects at the same time
- You have proven delivery experience, leading work through multiple product teams
- You have experience managing vendors and with contract management
