Overview:
BCLC’s two offices are located on the traditional, ancestral and unceded lands of the xʷməθkʷəy̓əm (Musqueam Indian Band), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) Peoples in Vancouver and the Tk’emlúps te Secwépemc territory, situated within the Secwépemc Nation in Kamloops. Joining the Legal, Compliance, Security (LCS) team at BCLC means you’ll be working with a trusted, player focused team of professionals dedicated to ensuring the safety of our players and that our business does not create an opportunity for illicit activities. This is the group that oversees anti-money laundering, investigations, compliance, corporate security, asset protection, privacy, freedom of information, records management, legal services, corporate policies and data governance, which form the basis of many things we do at BCLC.
Job Summary:
The Manager, Corporate Compliance leads the development, implementation, and management of an enterprise-wide compliance program, acting in a governance fashion, which supports assessing BCLC’s compliance to risks, laws, regulations, policies, procedures, and processes.
The Manager, Corporate Compliance works collaboratively with internal and external stakeholders, as well as leaders throughout the organization, to establish a strategy and commitment to compliance and improvements to areas of non-compliance.
Key Accountabilities:
- Leads the strategic direction for the department by developing and implementing compliance and business plans that align with the corporate strategic direction and supports key initiatives for the division.
- Provides compliance program oversight and manages Compliance engagements, and strategic initiatives within the compliance department.
- Monitors, consults, and advises on emerging trends, risks and opportunities, and best practices to inform corporate plans and decisions. Develops and enacts effective mitigation strategies that reduce risk exposure in compliance matters.
- Identifies and implements a system to evaluate the current and future needs for compliance training plans. Develops, maintains, and presents informational and educational materials that improve greater understanding of prevention, detection, and correction of non-compliance, including but not limited to compliance program effectiveness, regulatory audits, root cause analysis, and corrective action plans.
- Manages the development and implementation of key performance indicators and leading-edge risk measures to report significant trends and portfolio characteristics. Prepares reports and submissions on complex compliance risks and trends for senior management and the Board of Directors.
- Collaborates with stakeholders to identify potential areas of non-compliance. Oversees the resolution of escalated and/or contentious findings and resolves critical, sensitive, and confidential issues that have moderate/high visibility, and the potential for reputational, financial, or operational risk.
- Champions and contributes to industry standards and practices and initiates and participates in external collaborations to address shared challenges and opportunities. Represents BCLC interests and maximizes value in interactions and strategic relationships with external stakeholders including the public/players, vendors, service providers, and regulatory and government bodies to achieve desired outcomes and help ensure that best practices are maintained in British Columbia.
- Provides strong people leadership that champions BCLC’s vision, mission, values, and Social Purpose.
- Directs all aspects of running a successful team, including hiring, on-boarding, supervising, coaching, training, goal setting, performance management, and motivating direct reports.
- Manages a budget, consisting of salaries, contracts, and development resources, and provides direction to ensure appropriate allocation of resources and skills are accessible to execute in accordance with established standards and timelines.
- Acts as delegate for their leader as required.
Minimum Required Qualifications:
Education and Experience
- Bachelor’s degree in a related discipline;
- 5-7 years’ relevant compliance related experience, including at least 3 years’ experience in a leadership role, which may include people leadership or coaching/mentoring experience;
- An equivalent combination of education and experience may be considered.
Technical Requirements
- Working knowledge of all BCLC standards, documents and directives and pertinent regulatory legislation as they pertain to operations in British Columbia;
- Knowledge of new and emerging areas of compliance, risks, and trends to ensure implementation of best practices;
- Experience in key performance indicator (KPI) development, benchmarking, monitoring and reporting;
- Ability to investigate and recognize compliance and control issues, and conduct compliance assessments;
- Demonstrated ability to act professionally and effectively deal with sensitive matters to present or escalate findings to various levels of management, across the organization, while maintaining confidentiality and diplomacy;
- Strong influencing, capacity building and change management experience; knowledge of how to affect large scale change in organizations;
- Demonstrated ability to build trusting relationships leading and coordinating multi-party, stakeholder and industry collaborations;
- Ability to work in a fast-paced multi-level project-based environment with emphasis on timelines and delivery;
- Excellent written and verbal communication and presentation skills including the ability to represent BCLC externally in forums, at events and via social media;
- Strong business acumen with a results-oriented focus;
- Excellent interpersonal skills and ability to handle situations with tact and diplomacy;
- Knowledge and understanding of agile methodologies is an asset;
- Understanding of B.C. gaming industry is an asset.
Portfolio Specific Accountabilities:
When working in Corporate Compliance this role:
- Contributes ideas, expertise, and support to continually improve our compliance culture across the enterprise;
- Develops, coordinates and monitor the key elements of the Corporate Compliance program and annual compliance plan in conjunction with Internal Audit and Enterprise Risk Management and makes periodical revisions considering changes in the organization’s needs, changes to applicable laws and regulations, and changes in the external environment.
