Joining the Legal, Compliance, Security (LCS) team at BCLC means you’ll be working with a trusted, player focused team of professionals dedicated to ensuring the safety of our players and that our business does not create an opportunity for illicit activities. This is the group that oversees anti-money laundering, investigations, compliance, corporate security, asset protection, privacy, freedom of information, records management, legal services, corporate policies and data governance, which form the basis of many things we do at BCLC.
 

Job Summary:


The Records Management Analyst advises on and administers BCLC’s records management program in compliance with the Information Management Act (IMA), and other legislation and policies governing information (records). This role supports the management of corporate information and records, through their life cycle, and administers designated aspects of the records management program, such as strategic planning, analysis and advice, and employee training.

 

Key Accountabilities:

  • Designs training and provides advice to BCLC employees and contractors about managing BCLC’s information in accordance with applicable legislation, policies and procedures.
  • As a subject-matter expert, advises on BCLC projects and initiatives relating to any requirements, planning, design, and implementation that impact records management compliance. 
  • Functions in a team environment and provides general support to advance departmental initiatives, including education and awareness activities. Provides guidance and direction to team members, as required.
  • Communicates with in-house and external legal counsel, service providers, government to provide clarification, outline processes and pursue compliance with records management requirements.
  • Identifies risks and issues related to records management compliance, develops alternatives for compliance, in response to significant changes in business operations.
  • Develops annual compliance processes, reviews for any potential records management compliance gaps, and identifies and recommends policy or procedural changes that will support compliance. Participates in the planning and organizing of research, analysis, development and implementation of strategic policies and procedures relating to records management. 
  • Conducts varied and complex research and analytical work, providing general advice and solutions that support the department’s goals, objectives, strategic initiatives and operations. Provides analysis and advice on the implications of the IMA to BCLC.
  • Acts as a BCLC Records Officer for records management compliance and consults with the Chief Records Officer of B.C.’s representatives and BCLC’s government liaison about records management rules, standards, policies and procedures.
  • Oversees and administers the approval process for the destruction of records along with other internal authorizations in accordance with the IMA, B.C.’s Freedom of Information and Protection of Privacy Act and any other applicable legislation, policies and procedures.
  • Supports the retention and destruction schedules of BCLC records in accordance with the government-approved Administrative Records Classification System (ARCS) and Operational Records Classification System (ORCS) and related policies and procedures.
  • Provides suggested contract language, RFP questions, and assists in evaluating vendor responses related to records management compliance.

 

Minimum Required Qualifications:
Education and Experience

  • A post-secondary certificate, diploma, or degree in a related discipline;
  • Certified Records Manager (CRM) designation (Institute of Certified Records Managers) is preferred;
  • Membership in ARMA International is preferred;
  • Training in information systems/information technology is preferred;
  • 3 to 5 years recent, related experience;
  • An equivalent combination of education and/or experience may be considered.

 

Technical Requirements

  • High level of knowledge related to records or information management practices and processes;
  • Knowledge of information systems including digital storage, email and databases
  • Demonstrated analysis and problem solving skills;
  • Excellent interpersonal skills;
  • Excellent written and oral communications skills;
  • Excellent data processing skills and knowledge;
  • Ability to use initiative and work independently;
  • Ability to work with a high degree of accuracy and attention to detail;
  • Ability to learn and interact with new information systems quickly;
  • Solid planning and organization skills;
  • Office software skills;
  • Knowledge of M365 is an asset.
