Joining the Legal, Compliance, Security (LCS) team at BCLC means you’ll be working with a trusted, player focused team of professionals dedicated to ensuring the safety of our players and that our business does not create an opportunity for illicit activities. This is the group that oversees anti-money laundering, investigations, compliance, corporate security, asset protection, privacy, freedom of information, records management, legal services, corporate policies and data governance, which form the basis of many things we do at BCLC.
 

Job Summary:


The Data Management Officer is responsible for developing and managing BCLC’s data management program in order to drive innovation, decision making, and process optimization through the use of trusted data. Working closely with the Data Governance team and stakeholders across BCLC, this role establishes and maintains data management capabilities including data quality, metadata management, data protection, data lineage, master data management and data lifecycle management practices for BCLC’s data assets, while ensuring that the company meets industry best practices.

 

Key Accountabilities:

  • Plays a key role in establishing and enabling a data management practice at BCLC, in alignment with corporate strategies and any statutory requirements. Supports BCLC in creating a strategic asset with its data.
  • Audits current state of data asset management and develops a roadmap to implementing data management across the organization. Monitors and reports on organizational performance against data-specific goals and standards, maximizing value, and mitigating risks.
  • Works with stakeholders across BCLC Business Units to understand how data is used, and develops a deep understanding of the role data assets play in BCLC’s strategy.   Leads working groups to identify opportunities and formulate recommendations for improving enterprise data management capabilities and processes, and work with applicable parties to plan, design and implement approved recommendations.
  • Builds change management plans of varying scope and type; leads or participates in a variety of change management activities including readiness assessments, planning, stakeholder management, execution, evaluation and sustainment of data management initiatives.
  • Works in partnership with stakeholders across BCLC, including Business Technology, Privacy, Compliance and Security teams, and Business Units (e.g. Lottery, Casino) to support & ensure adherence to an enterprise data governance framework of policies, standards and practices around the ownership, collection, storage, management, quality, and privacy and security of data.  Works closely with Records Management to ensure BCLC is complying with statutory requirements.
  • Leads or participates in defining the communication plan designed to positively influence or change behaviour; effectively communicates the value and status of data management to executive members and staff.
  • Supports the resolution of data issues by coordinating stakeholders in the information chain; leads the assessment, root cause analysis, and formulating proposed solutions/remediation strategies for review and approval.
  • Identifies and implements the optimum means to collect, process, analyze and report on information and ensure ongoing accuracy, integrity and security.
  • Provides support on data management process implementation and sustainment activities to ensure stakeholder awareness and adoption of data governance policies, procedures and processes.
  • Acts as a trusted advisor on data governance and data management matters; provides leadership and guidance to non-technical teams across BCLC lines of business in the area of data management.
     

Minimum Required Qualifications:
Education and Experience

  • Bachelor's Degree in Information Technology or related field;
  • Master's Degree preferred; 
  • 5-7 years' experience in a senior-level data management role, including experience building out the data management discipline within an organization;
  • A strong background in data architecture, business, and mathematics is an asset; 
  • An equivalent combination of education and experience may be considered.

  • Expert knowledge of data management and information technology systems and tools;
  • Experience supporting digital transitions, organizational change management, and data management processes;
  • Strategic development and implementation experience;
  • Practical, commercial, and operational understanding of data management;
  • Thorough understanding of the business and data strategy;
  • Knowledge of the technical dynamics, requirements, and infrastructure of data as an asset class;
  • Strong leadership and communication skills;
  • Demonstrated ability to build strong relationships and influence others;
  • Strong project management skills;
  • Excellent analytical skills.
