Senior Specialist, Social Purpose & Sustainable Procurement (Vancouver/Kamloops/Remote within BC)

Overview:

 

Joining the Corporate Procurement team within the Finance & Corporate Services Division at BCLC means you’ll be working with a dedicated group of talented professionals in Corporate Accounting, Financial Planning & Analysis, Procurement, Business Continuity, Facilities, and Business Services.

 

The Finance & Corporate Services Division manages a complex organization including lottery operations, casino & community gaming, and eGaming business units, which collectively took in over $1.4 billion in net income last year.

 

The Corporate Procurement team facilitates annual spend of approximately $200 million across the organization using a variety of procurement instruments including the competitive bid process. The team also supports contract formation, procurement operations and vendor performance management.

Job Summary:

The Senior Specialist, Social Purpose and Sustainable Procurement acts as a consultative partner to the organization by providing senior subject matter expertise related to social purpose and sustainable procurement and developing BCLC’s Social Purpose and Sustainable Procurement strategy and implementation plan, including BCLC’s Indigenous Procurement framework.

  

Key Accountabilities:

  • Provides senior subject matter expertise to develop BCLC’s Social Purpose and Sustainable Procurement strategy and implementation plan, including BCLC’s Indigenous Procurement framework. Ensures plans and strategies are in alignment with the organization’s strategic priorities and initiatives, including the corporate ESG policy, framework and reporting. Develops and reports on Social Purpose and Sustainable Procurement metrics and drives continuous improvement.
  • Conducts highly complex and specialized procurement by proactively overseeing and facilitating competitive bid processes, including supporting the development of vendor selection criteria, service and material requirements, and issuing approved competitive documentation. Leads the planning and execution of Sourcing events that have large implication for Social Purpose, Sustainability, and/or Indigenous Procurement.
  • Proactively develops, maintains and manages consultative relationships with various internal stakeholders, in addition to various vendors, service providers and regulatory bodies. Negotiates, drafts and awards/issues purchasing contracts, agreements and amendments with successful vendors, as well as manage, terminate and close out contracts when necessary.
  • Develops and sets schedules, deadlines and work/project timelines in response to broader organizational priorities and manages/leads multiple projects within the department and across functions.
  • Provides input into the development of the Social Purpose and Sustainable Procurement Policy and toolkit and provides guidance and interpretation to stakeholders related to the policy. Develops training on Social Purpose, Sustainable and Indigenous Procurement to all levels of staff.
  • Proactively resolves complex issues and demonstrates innovative thinking by regularly making recommendations for new approaches to bid process, issue resolution and developing contingency plans to anticipated issues and potential risks.
  • Provides forecasting for expenditures and budgeting. Maintains and manages aspects of the budget to ensure compliance with planned spending, providing tracking and timely explanations regarding any variances.
  • Represents BCLC in its memberships with Social Purpose, Sustainability, and development organizations; maximizes value through participation.


Minimum Required Qualifications:
Education and Experience

  • Diploma or Degree in a Business or Social Sciences related discipline, together with Certified Professional Purchasing certification;
  • 4-6 years recent Social Purpose and Sustainable Procurement experience;
  • Equivalent combination of education and/or experience will be considered.

 

Technical Requirements

  • Successful previous experience working in or implementing Social Purpose and Sustainable Procurement;
  • Sound working knowledge of procurement;
  • Demonstrated leadership skills including the ability to act as a change agent to champion strategy development, program implementation and continuous improvement;
  • Strong interpersonal, communication and presentation skills;
  • Ability to influence others;
  • Demonstrated ability using negotiation principles and practices;
  • Demonstrated commitment to supporting a team-focused environment with peers, clients, vendors and all levels of management;
  • Ability to interpret and translate ambiguous situations into a structured framework with clearly defined deliverables;
  • Ability to effectively deliver recommendations and prepare proposals;
  • Excellent problem solving and analytical thinking/innovation;
  • Exceptional time management and multi-tasking skills.
