Job Summary:


The Senior Specialist uses specialised technical expertise and leadership to ensure the strategic objectives of the Financial Reporting and Standardsystems department are met in relation to the oversight of BCLC’s regulatory reporting and accounting for BCLC’s fixed assets.  This role is accountable for ensuring set service levels are maintained and initiatives are executed in accordance with organizational requirements.

 

Key Accountabilities:

  • Responsible for ensuring compliance with all government regulatory reporting requirements,  including preparation or review of all reports and ensuring accuracy within strict timelines;
  • Leads the Finance-wide process to prepare the annual Schedules of Financial Information under the Financial Information Act;
  • Responsible for leading the preparation of financial information and reporting such as: monthly and quarterly internal management statements for use by the Executive, Board, and Government; annual ILC comparative reporting; Statistics Canada reporting; and financial components of various external requests on an as-requested basis;
  • Oversees the accounting processes for fixed asset accounting;
  • Coordinates and reviews the year-end fixed asset requirements to support the financial statement audit;
  • Approves all capital assessment reports, ensures that the assessments support the corporation’s compliance with IFRS and elevates any high impact issues to the manager with accompanying recommendations; 
  • Manages and oversees initiatives and action plans for fixed asset accounting components of the Financial Reporting and Standard mandate including improving fixed asset accounting processes, and enhancing the internal customer experience for standards assessments;
  • Provides leadership to staff through day-to-day supervision and scheduling, and by inspiring a shared vision, building strong relationships, and modeling leadership behaviors that support engagement of staff through recognition, communication, and coaching.  Participates in people resources decisions, including recruitment, hiring, terminations, and compensation, in coordination with HR and the Manager. Conducts performance reviews and helps determine professional development needs and opportunities for staff members; 
  • Proactively develops, maintains and manages consultative relationships with internal contacts, and establishes strong working relationships with external contacts such as the GPEB, ILC, and BCLC’s auditors;
  • Participates in department and interdepartmental project teams, managing the departmental elements of the projects and processes from start to end. 

 

Minimum Required Qualifications


Education and Experience

  • Post-secondary degree in finance, accounting or a related discipline;
  • Canadian CPA designation;
  • 4 – 6 years’ related experience;
  • An equivalent combination of education and/or experience may be considered.

 

Technical Requirements

  • Excellent knowledge and understanding of quantitative and qualitative analytical skills;
  • Excellent analytical ability, a strong understanding of analytical concepts and well developed creative problem solving skills;
  • Proven leadership skills with the ability to be self-motivated, work independently, as well as lead a team;
  • Demonstrated ability to present complex information orally and written in an easily understood manner;
  • Ability to work within established deadlines and time constraints;
  • Ability to work with a high degree of accuracy and attention to detail;
  • Knowledge of corporate financial systems;
  • Extensive knowledge of accounting principles with the ability to apply them in a practical way;
  • Exceptional professional judgment with experience in exercising it effectively in the decision making process;
  • Ability to act on own initiative, to exercise sound judgment and to prioritize tasks;
  • Excellent interpersonal, time management and multi-tasking skills;
  • Strong MS Office skills, including advanced Excel skills.
