Job Summary:

The Construction and Facilities Specialist is responsible and leads the coordination and support for lottery/kiosk store improvements, site renovations and construction set up as assigned to increase efficiency in the Lottery Retail Stores Group (RSG). This role also provides facilities support to other channels on an as needed basis.


Key Accountabilities:

  • The Construction and Facilities Specialist will develop and maintain working relationships with various internal and external stakeholders including retailers, service providers and trade contractors to coordinate and resolve issues.  
  • Plans and leads RSG new site build-outs and renovations of lottery kiosks/stores found in malls and grocery stores.  Manages small to medium scope site projects; takes the lead in communicating construction plans and requirements, developing resolutions for repairs and maintenance issues by liaising with landlords/service providers, internal stakeholders and retailers, consulting and negotiating with contractors and directing or performing required work.
  • Develops and maintains working relationships by liaising with internal and external stakeholders, providing exceptional relationship management skills and ability to engage with key stakeholders and providing project related information, reports and records as required.
  • Acts as the central point of contact and information resource for project delivery. Identifies, recommends and/or implements actions for cost and timeline efficiencies in projects, supports issues resolution and provides detailed administration tracking.
  • Manages construction deficiencies by identifying alternatives/making recommendations, liaising with landlords and internal stakeholders to ensure the solution is acceptable and directing contractors in completing the necessary work.
  • Reviews and approves all documentation, records, work orders, invoices etc. that relate to construction, repairs and maintenance and setups for RSG. Creates and maintains site profiles for RSG (including equipmentinventory, design blueprints, permits, maintenance/repair history, etc).  Responsible for the management of the RSG construction shared drive insuring timely data input. .
  • Responsible for managing and reporting on RSG Capital and RSG Repairs & Maintenance budgets and providing input for forecasting financial resources needs for expenditures and budgeting.
  • Takes the lead in sourcing medium cost contractors and suppliers supporting RSG facilities/constructions and operations and acts as a subject matter expect in facilities/construction for procurement led supplier negotiations/Request For Proposal’s.  
  • Special projects as assigned to support the facility requirements of the Lottery Sales and Operations Division.


    Minimum Required Qualifications

    Education and Experience

  • Diploma or degree in a related discipline;
  • Facilities planning and project management experience;
  • 3-5 years related experience;
  • Experience working with construction vendors on new or renovated sites is required; 
  • Experience working with design teams and/or landlords would be an asset;   
  • An equivalent combination of education and/or experience may be considered.


    Technical Requirements

  • Knowledge of and proficiency in AutoCAD, Microsoft Office Suite;
  • Knowledge of Adobe Photoshop, Salesforce and MS Project would be an asset;
  • Familiarity with millwork design and build processes, including methods of construction, common materials (fit and finishes) used and timelines; 
  • Intermediate level of knowledge on data/electrical work; terminology, standard practices, familiarity with the electrical code/requirements;
  • Ability to read and interpret architectural blue prints and electrical/data plans;
  • Familiarity with sections of the BC Building Code applicable to the design of kiosks and stores as well as build permit applications for regular and small mercantile tenant improvements;
  • Sufficient knowledge of engineering requirements and processes (structural, mechanical, electrical, CRP, etc);
  • Ability to work with Design Firms to develop complete design submission packages for landlord approval and building permit application;
  • Excellent organizational skills to coordinate multiple projects, tasks and lead contractors/vendors in order to meet tight deadlines;
  • Excellent negotiation and customer service skills;
  • Proven ability to work independently and make effective decisions;
  • Excellent written and oral communications;
  • Ability to respond to a high volume of work with changing deadlines and priorities;
  • Exceptional organizational, time management and multitasking skills;


    Working Conditions:

  • Ability to perform the physical aspects of the role, including bending, climbing and lifting up to 50 lbs.; 
  • Flexibility to work outside of regular office hours as required as part of on-going renovations and constructions;
  • Frequent local travel required, occasional overnight travel required; 
  • Valid driver’s license and own vehicle is required.
