Overview:
BCLC’s two offices are located on the traditional, ancestral and unceded lands of the xʷməθkʷəy̓əm (Musqueam Indian Band), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) Peoples in Vancouver and the Tk’emlúps te Secwépemc territory, situated within the Secwépemc Nation in Kamloops. Our Operations Division manages both provincial & national lottery games as well as instant lotteries through over 3000 retail partners across the province. We provide the gaming technology and set standards, policies & procedures across 37 casino properties in BC, ensuring a high standard of security and integrity.
We also provide online gambling through Playnow.com and our Lotto app including lottery, sports betting, Bingo, Keno, online slots or online casino games and Live Dealer table games where players can choose the online version of their favorite games while connecting with others across the province. Our Operations group is what makes it all happen, through day to day operations, project improvements, sales management, facilities, business intelligence and innovation.

Job Summary:
The Leasing & Development Manager is responsible for securing the leases for the existing Retail Stores Group (RSG) network, prospect for new retail store opportunities and manage lottery distribution within high traffic properties in the Province of BC. This position utilizes their expert knowledge of the channel to maximize the sale of lottery by proactively developing value-added relationships with strategic landlord-partners throughout the network.
The Leasing & Development Manager helps establish and grow the lottery retail business in the network and leads design and construction of RSG kiosks/inline stores to ensure brand integrity and landlord’s required design criteria is met. This position facilitates efficient communications between sales and operations and also serves as the retail network subject matter expert during Capital and Lease cost plan execution.
Accountabilities:
- Negotiates leases, license agreements, renewals, extensions to secure retail locations that drive revenue generation, profit and growth as aligned to the business objectives.
- Establishes strong relationships with key landlord partners to ensure a mutually beneficial landlord/tenant business model.
- Provides expert leasing and development solutions to achieve broader financial and creative results.
- Collaborates with Leasing Specialist and Construction & Facilities Specialist, ensuring that all required work is executed to achieve broader organizational results.
- Makes recommendations to the overall departmental business plans and strategies and specifically provides input to the strategic business plan for Retail Stores Group.
- Provides informal functional leadership by leading employees as a technical expert or project lead of a team.
- Responsible for development and management of capital business cases and management of fiscal capital budgets and capital spend for all new developments, renovations, relocations and removals.
- Oversees construction schedule with Construction and Facilities to meet business and landlord requirements.
Minimum Required Qualifications:
Education and Experience
- A degree or diploma for a real estate accreditation such as Urban Land Economics Diploma combined with 4-6 years of experience in retail leasing and business development;
- An equivalent combination of education and experience may be considered.
Technical Requirements
- Solid knowledge of business development opportunities for the retail network;
- Strong negotiation skills and excellent oral communication skills;
- Solid experience in training and compliance management;
- Exceptional time management and multi-tasking skills;
- Exceptional communication and presentation skills including the ability to convey both BCLC financial/retailer modelling to landlords;
- Excellent team-building skills;
- Excellent interpersonal skills;
- Excellent problem solving and analytical thinking/innovation skills;
- Strong computer skills – MS office suite;
- Solid understanding of lottery gaming, and entertainment trends both within BCLC and other jurisdictions;
- Solid comprehension of Gaming criteria under the Criminal Code of Canada is an asset.
