BCLC’s two offices are located on the traditional, ancestral and unceded lands of the xʷməθkʷəy̓əm (Musqueam Indian Band), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) Peoples in Vancouver and the Tk’emlúps te Secwépemc territory, situated within the Secwépemc Nation in Kamloops. This role is instrumental in delivering internal consulting to designated business unit(s) in the areas of employee relations, conflict resolution, performance management, career development and training, organizational development, recruitment and selection, salary administration, resource planning, succession planning and policy administration and interpretation. The Senior Business Partner, People & Culture develops and implements strategic and tactical P&C initiatives and is responsible to resolve complex human resources challenges.




  • Partner with the business to develop short and long-term strategies and solutions designed to identify people issues or organizational design challenges and provide advice and expertise to help develop creative solutions 
  • Provides guidance and interpretation of statutory laws, regulations and standards (for example, Employment Standards Act, Human Rights) to reduce risk at BCLC
  • Take a strategic and tactical approach to human resources; enabling the HR function to deliver value-added service to the organization that reflects the business objectives 
  • Utilizes quantitative and qualitative data from P&C metrics and analytics to identify and assess resource needs required to deliver on operational or strategic inanities. 
  • Coach and mentor people and culture advisors and support their learning and growth.

Education and Qualifications:

  • Degree or Diploma in a related discipline supplemented by industry recognized professional courses.
  • CPHR or equivalent designation;
  • 4-6 years recent , related professional experience in Human Resources;
  • BC Public Sector experience coupled with supervisory/leadership experience will be considered an asset;
  • An equivalent combination of education and experience may be considered. 


Technical Experience:

  • Exceptional leadership, problem solving skills, communication, negotiation and influencing techniques; 
  • Pragmatic and principled individual with ability to focus on the right balance between operational excellence and employee development; 
  • Highly skilled in execution and results-oriented environments.
  • Skilled in conducting needs assessments through interviews, focus groups or informal one to one conversations to understand goals and challenges to implement solutions;
  • Extensive knowledge of principles and practices of human resources;
  • Excellent organizational and planning skills preferably with project management experience.
  • Believes in continuous improvement and driven to question and improve processes, systems, and practices as appropriate.
