Joining the Legal, Compliance, Security (LCS) team at BCLC means you’ll be working with a trusted, player focused team of professionals dedicated to ensuring the safety of our players and that our business does not create an opportunity for illicit activities. This is the group that oversees anti-money laundering, investigations, compliance, corporate security, asset protection, privacy, freedom of information, records management, legal services, corporate policies and data governance, which form the basis of many things we do at BCLC.
 

Job Summary:

The Senior Manager, Data Governance is responsible for developing and managing our enterprise data governance strategy in order to drive innovation, decision making, and process optimization through the use of trusted data. Working closely with stakeholders across BCLC, this role leads the development & implementation of a formal data governance program across the enterprise and is integral in building a data-enabled culture at BCLC.  This role proactively develops, maintains and manages the procedures and policies to collect, prepare, organize, protect, use and analyze data assets while ensuring that the company meets regulatory standards and industry best practices.
 

Key Accountabilities:

  • Develops the data governance (DG) mission, strategy and change management plan for the BCLC enterprise, in alignment with BCLC corporate strategies and any statutory requirements.   Develops a plan for a Data Governance Office and outlines roles and responsibilities across the organization. Supports BCLC in creating a strategic asset with its player data.
  • Works with stakeholders across BCLC Business Units to understand how data is used, and develops a deep understanding of the role data assets play in BCLC’s strategy.  Advises on the development of strategies to integrate DG through the organization, including operating models. Effectively communicates the value and status of data governance initiatives to Senior Leadership and staff at all levels of the organization.  
  • Audits current state of data asset management and develops a roadmap to implementing DG across the organization. Monitors and reports on organizational performance against data-specific goals and standards, maximizing value, and mitigating risks.
  • Collaborates with stakeholders across BCLC, including Business Technology, Privacy, Records Management, Compliance and Information Security teams, and Business Units (e.g. Lottery, Casino) to establish and ensure adherence to an enterprise data governance framework of policies, standards and practices around the ownership, collection, storage, management, quality, and privacy and security of data.
  • Provides leadership and guidance to non-technical teams across BCLC lines of business in the area of data governance. 
  • Contributes to the building of a data-enabled culture by supporting the data literacy and organizational change management activities required.
  • Champions best practices and leads the integration/adoption of new developments in data governance and data management standards and applicable legislation. Advise senior leadership, executives and the Board on data policy, evolving industry practice, and emerging opportunities.
  • Develops and manages operational budgets in collaboration with the Director and DG team; prepares and presents business cases for capital expenditures or high risk financial decisions. 
  • Provides strong people leadership by championing BCLC’s vision, mission and values. Models leadership behaviours that support engagement of staff, and drives culture and change management initiatives. Identifies and implements future-focused resource planning needs. Practices meaningful recognition, and coaches/mentors and develops others. 


Minimum Required Qualifications:
Education and Experience

  • Bachelor's Degree in a related field (Master's Degree preferred);
  • 7 to 8 years' experience in a senior-level data governance or data management role;
  • Experience in building a data governance discipline within an organization is required;
  •  A strong background in data & analytics, data architecture, business, and technology is an asset;  
  • An equivalent combination of education and experience may be considered.


Technical Requirements

  • Expert knowledge and practical operational understanding of data governance and data management;
  • Excellent strategic thinking skills, including strategic development and implementation execution experience;
  • Ability to communicate strategic direction into a detailed execution roadmap and plan of action and the details of complex processes succinctly to a non-technical audience;
  • Strong project management skills;
  • Thorough understanding of the business and data strategy;
  • Knowledge of the technical dynamics, requirements, and infrastructure of data as an asset class;
  • Experience in building a data-enabled culture, including organizational change management and data literacy initiatives;
  • Demonstrated ability to build strong relationships, collaborate with, and influence others;
  • Excellent team building and leadership skills, and proven ability to motivate, coach and develop.
